Defines the data contract, the cross-tradition FAIRNESS BAR, the founder theological guardrails, the PASS/FAIL acceptance checklist, the authoring + moderation process, and a per-lens DRAFT question table for all 17 visible lenses. Unblocks the `traditionQuestion` TODO in encounters.ts. Every drafted question is marked DRAFT — founder theological review required.
